On the other hand, with regard to the target proposed by the Paris Agreement of limiting the increase in global average temperature to 1.5°C by the end of the century, no major advances have been made, including with regard to compliance with the Glasgow Climate Pact celebrated at COP 26, which signaled the need for the signatory countries to strengthen measures to reduce greenhouse gas emissions in order to achieve the goals established for 2030.

The devastating impacts of climate change are increasingly evident, which requires more effective and urgent action to meet the goals established in the signed agreements. It is expected that at COP 28, which will take place in 2023 in Dubai, the achievement of some of the pre-established goals can already be demonstrated, projecting a favorable scenario for the global climate issue.
